Resolution Awarding a Construction Contract to FSC II, LLC, d/b/a Fred Smith Company, in the Amount of $2,467,340 for the 5th Ave. Street and Sidewalk Improvements Project [Budget Impact: Street and Sidewalk Rehabilitation Capital Maintenance Projects]

LEGISLATIVE INTENT/PURPOSE:
WHEREAS, the City’s Public Works Department, Stormwater and Streets Management Division, developed construction plans and bid documents for the 5th Ave. Street and Sidewalk Improvements Project; and,
WHEREAS, on March 12, 2024, the Purchasing Department held a bid opening for the construction contract, and the lowest responsible and responsive bidder was FSC II, LLC, d/b/a Fred Smith Company, a North Carolina limited liability corporation, with a total base bid of $2,331,876.52, and a landscape alternate bid of $135,463.48, for a total contract amount of $2,467,340.
WHEREAS, the project consists of the following components:
• Asphalt resurfacing
• Sidewalk and curbing repairs
• Installation of ADA compliant sidewalk ramps
• Storm drain improvements
• Restriping for improved traffic flow, biking, and parking
• Landscaping (trees and vegetation planting)
THEREFORE, BE IT RESOLVED:
THAT, the construction contract for the 5th Ave Street and Sidewalk Improvements Project is hereby awarded to the lowest responsive, responsible bidder, FSC II, LLC, d/b/a Fred Smith Company, in the amount of $2,467,340.
THAT, the City Manager is hereby authorized to execute a contract in the amount of $2,467,340, with FSC II, LLC, d/b/a Fred Smith Company, for the construction of the project.
