Ordinance Making Supplemental Appropriations to the Special Purpose Fund in the Amount of $400,000 from the Federal Highway Administration and $50,000 from the North Carolina Department of Transportation for the Safe Streets and Roads For All Grant

LEGISLATIVE INTENT/PURPOSE:
WHEREAS, funding from the federal Infrastructure Investment and Jobs Act ("IIJA") established the new Safe Streets and Roads for All ("SS4A") discretionary grant program to support planning, infrastructure, behavioral, and operational initiatives to prevent death and serious injury on roads and streets involving all roadway users, including pedestrians, bicyclists, public transportation, personal conveyance and micro-mobility users, motorists, and commercial vehicle operators; and,
WHEREAS, the SS4A program provides funding for the completion of Comprehensive Safety Action Plans ("CSAP") and implementation; and,
WHEREAS, the WMPO applied for and was awarded $400,000 from the United States Department of Transportation ("USDOT") for the MPO to complete a CSAP, which includes federal funding in the amount of 80% and a 20% local match; and,
WHEREAS, the North Carolina Department of Transportation ("NCDOT") has committed to provide $50,000 in funding towards the local match, and the WMPO's adopted FY24 budget, carried forward in the FY25 budget, included the remaining $50,000 from its member jurisdictions.
THEREFORE, BE IT ORDAINED:
THAT, the following appropriation is made to the Special Purpose Fund, and that funding is available for this purpose:
