Ordinance Making Supplemental Appropriation to the Public Improvements/Equipment Fund from a New Hanover County ABC Board Grant in the Amount of $50,000 for the Purchase of Three eBikes, One BERLA iVe Toolkit, and Three Decibel Meters

LEGISLATIVE INTENT/PURPOSE:
WHEREAS, the City has been awarded a grant from the New Hanover County ABC Board in the amount of $50,000 to fund the purchase of three (3) eBikes, three (3) decibel meters, and one (1) BERLA iVe Toolkit; and,
WHEREAS, the eBikes will be used by the Wilmington Police Department’s Community Engagement Unit to enhance patrols in the Downtown/Riverwalk area for the enforcement of alcohol-related violations, thereby giving officers the ability to enter areas not accessible by car, decreasing response times, and improving coverage area with the use of the motor functionality; and,
WHEREAS, the decibel meters will be used to enhance the Wilmington Police Department’s ability to enforce noise ordinances at establishments with ABC permits; and,
WHEREAS, the BERLA iVe Toolkit, a forensic software tool made for analyzing vehicle data, will be used by the Wilmington Police Department to allow analysis of post-crash data in vehicle crash investigations.
THEREFORE, BE IT ORDAINED:
THAT, the following appropriation is hereby made to the Public Improvements/Equipment Fund for the purchase of three (3) eBikes, three (3) decibel meters, and one (1) BERLA iVe Tool Kit, and the following revenue is available to meet this appropriation:
