Resolution Authorizing the City Manager to Enter into an Agreement to Purchase a 2027 Pierce Enforcer Tandem Walk-in Rescue Vehicle from Atlantic Emergency Solutions, Inc., of Manassas, VA for the Amount of $1,406,057 through the Houston-Galveston Area Council Cooperative Purchasing Program

LEGISLATIVE INTENT/PURPOSE:
WHEREAS, the selection of this rescue vehicle utilizes specifications from the previous rescue purchased in 2013 as a foundation, with many upgrades to newer technology, and will be available for delivery in 1260 days from receipt of order, approximately February of 2028; and,
WHEREAS, funding for this purchase was approved by City Council through the FY25 adopted budget in the Fleet Maintenance and Replacement Fund; and,
WHEREAS, N.C.G.S. §143-129(e)(3) provides an exception to the procedures for letting public contracts for purchases made through a competitive bidding group acquisition program, which is a formally organized program, such as the Houston-Galveston Area Council Cooperative Purchasing Program (“H-GAC”), that offers competitively obtained purchasing services at discount prices.
THEREFORE, BE IT RESOLVED:
THAT, the procurement of the requested equipment pursuant to N.C.G.S. §143-129(e)(3) is authorized and appropriate.
THAT, the City Manager is hereby authorized to enter into an agreement with Atlantic Emergency Solutions, Inc. in the amount of $1,406,057 for the purchase of a 2027 Pierce Enforcer Tandem Walk-in Rescue vehicle through the Houston-Galveston Area Council Cooperative Purchasing Program.
