Resolution Authorizing the City Manager to Enter Into a Five Year Master License Agreement with Dell Financial Services, L.L.C., of Round Rock, TX, for an Annual Cost Not to Exceed $150,000 [Budget Impact: Technology Fund]

LEGISLATIVE INTENT/PURPOSE:
WHEREAS, this resolution authorizes the use of Personal Computers as a Service (“PCaaS”) leasing to meet the City's computer needs, whereby the Master License Agreement (“MLA”) will allow the City to lease computers for a four-year term, at the end of which, the vendor will assume the responsibility of disposing of all equipment in accordance with all Criminal Justice Information Systems ("CJIS") regulations; and,
WHEREAS, N.C.G.S. §143-129(e)(7) provides an exception to the procedures for letting public contracts for purchases of information technology through contracts established by the North Carolina Department of Information Technology (“DIT"); and,
WHEREAS, DIT has awarded "Contract 204A - Microcomputers & Peripherals" to Dell Financial Services, L.L.C., of Round Rock, TX; and,
WHEREAS, using a four-year process will stabilize the budget process by spreading the payments equally over four years; and,
WHEREAS, funding has been budgeted and approved in the FY25 budget, and the future years are contingent upon City Council adopting the proposed budget.
THEREFORE, BE IT RESOLVED:
THAT, the City Manager is hereby authorized to enter into a Master License Agreement with Dell Financial Services, L.L.C., of Round Rock, TX, to provide PCaaS to the City for four (4) years at an annual contract cost per year not to exceed $150,000.
