Resolution Authorizing the Mayor to Enter into an Agreement with the Wilmington Urban Area Metropolitan Planning Organization and Cape Fear Public Transportation Authority for FY25 Section 5303 Planning Grant Funding

LEGISLATIVE INTENT/PURPOSE:
WHEREAS, in accordance with 23 CFR ?450.306, the Wilmington Urban Area Metropolitan Planning Organization ("WMPO") is the designated policy body for cooperative decision making in the Wilmington Urbanized Area ("UZA"); and,
WHEREAS, the City of Wilmington and New Hanover County established the Cape Fear Public Transportation Authority ("CFPTA") on July 1, 2004, to provide public transportation services within the UZA; and,
WHEREAS, the WMPO is the recipient of Federal Transit Administration ("FTA") 49 CFR ?5303 transit planning funds, which requires an agreement between CFPTA and the WMPO specifying cooperative procedures for carrying out transportation planning and programming; and,
WHEREAS, the City of Wilmington serves as the Lead Planning Agency ("LPA") for the WMPO, and will provide the pass-through mechanism for these funds; and,
WHEREAS, for FY25, the WMPO is eligible to receive ?5303 funding in the amount of $92,412 (federal) and $11,551 (state) from the FTA and the North Carolina Department of Transportation ("NCDOT"), with a local ten percent (10%) match for this funding in the amount of $11,553, for a total ?5303 award of $115,516; and,
WHEREAS, on September 17, 2024, the Wilmington City Council authorized the City Manager (on behalf of the WMPO) to enter into an agreement with NCDOT for ?5303 Planning Grant funds for FY25; and,
WHEREAS, on September 25, 2024, the WMPO's Board supported entering into an agreement with the City of Wilmington and CFPTA to provide ?5303 funding in the amount of $80,861 to CFPTA to complete public transportation planning activities within the WMPO's UZA.
THEREFORE, BE IT RESOLVED:
