PURPOSE:
Attached for your consideration is a resolution authorizing the City Manager to enter into an Interlocal Agreement (“ILA”) with New Hanover County for the purpose of addressing the needs of the homeless population in the City limits. If funding is approved, this program will pair a Wilmington Police Officer with a New Hanover County Social Worker to assist as they engage homeless individuals to assess their needs and assist them in obtaining appropriate services.
BACKGROUND:
The Wilmington Police Department has been partnering with New Hanover County on an initiative called the “Getting Home Street Outreach Program.” The team helps connect individuals experiencing homelessness to the necessary services. They also collaborate with Wilmington-area nonprofits who are working on a daily basis in the downtown area to provide services to those in need. This resolution would approve a continuation of the City’s participation in this program.

BUDGET IMPACT:
The City will be responsible for costs associated with the police officers, including salary, benefits, and insurance.
