PURPOSE:
The purpose of this resolution is to change the delegation of permit authority for the EPA National Pollutant Discharge Elimination System (“NPDES”), from the Stormwater Services Manager to the Public Works Director.
BACKGROUND:
The City passed a Resolution on March 4, 2003, authorizing the City Manager to delegate permit authority to the Stormwater Services Manager. As part of organizational changes, the Stormwater Services Manager position was integrated into the Assistant Public Works Director role to better align with the evolving Public Works Department needs. As a result, the delegate position needs to be changed to match current organizational structure.
