PURPOSE:
The purpose of this resolution is to authorize the City Manager to execute a contract with Highland Paving Company, LLC (Highland) in the amount of $5,382,311, for the 2025 Annual Needs Roadway Maintenance Contract.

BACKGROUND:
This contract utilizes traditional milling and paving of roads that typically have a lower Pavement Condition Index (PCI) score based on citywide pavement survey completed in 2020 and analysis performed using the City's street asset management software. Also, included in the contract are pavement preservation methods, targeted at roads with higher PCI values, which will lengthen the service life of the road surface without the full expenditure of resurfacing with new asphalt. The attached map entitled "2025 Street Rehab" shows street locations where pavement resurfacing and repair is intended to occur in this calendar year, totaling approximately 34.73 Lane Miles (LM). Most locations shown on the map are intended to get resurfaced using this proposed contract (24.54 LM). Please note, however, that some locations shown on this map will be paved by City in house crews (4.69 LM). Also note that 5th Ave is shown on this map which is currently under a different contract (5.5 LM). All of these tools combined are necessary to have a positive impact on the overall PCI for the City street network. This is a 12-month contract, and it includes provisions to extend the term of the contract for up to two additional one-year periods.
