PURPOSE:

Attached for your consideration is a resolution to approve an update to the Official Brick and Stone Streets Policy Map. The update would include modifying the following street segments on the map from “Brick Under Asphalt” to “Historic Brick”:

•                     S. 13th St. from Orange St. to Ann St.

•                     Red Cross St. from 7th to 8th

•                     S. Front St. from Castle St. to Queen St.

•                     Castle St. from Surry St. to S. Front St.

The asphalt has been stripped from these streets and old utility cuts with no brick were restored with historic brick to return it to a brick surface.

The resolution also authorizes the approval of a new segment of Market House Alley from S. Water St. to S. Front St. to be added to the Brick and Stone Surface Policy Map. City staff have identified this segment as historic cobble surface that was inadvertently omitted from the original approval of the map.

BACKGROUND:

The Wilmington City Council adopted a Brick and Stone Streets Policy at their regular meeting on February 7, 2017, in recognition that historic brick and stone street paving materials are important character defining features and assets to the City’s Historic District and urban core. The original resolution states that updates to the map will be brought to Council for approval.
