PURPOSE:
This item is being brought to you at the request of Councilmember Salette Andrews who is asking for Council’s support for the preservation of the Flossie Bryan property located at 3990 Independence Blvd.
BACKGROUND:
The Flossie Bryan estate is an ecologically and culturally significant site within the City of Wilmington. Flossie Bryan was a lifelong advocate for public health, having worked as a Licensed Practical Nurse (“LPN”) for over 30 years, working in private duty and at James Walker Memorial Hospital, and serving as a longtime member of the LPN Association. Ms. Bryan loved plants and the natural environment, working in her yard, and sharing flowers with her neighbors, and her property serves as a symbol of the values she upheld throughout her life.
Ms. Bryan executed a will in 2000 that bequeathed the land to the County to develop a park or community garden. The property is the headwaters of Barnard Creek, which is important for both water quality in the Cape Fear River, and control of stormwater runoff and flooding along Independence Boulevard. The preservation of the Bryan estate as a public park would provide a space for reflection, education, and public engagement, while also protecting green space in the City.
