Attachment #1: Resolution |
PURPOSE:
The Wilmington Police Department (“WPD”) desires to transfer all current and formerly loaned helicopters and equipment back to the Department of Defense (“DOD”) or a designated agency of their choice, per guidelines from a Law Enforcement Support Office (“LESO”) program of the DOD.
BACKGROUND:
The WPD acquired the first helicopter for the Southeastern NC Airborne Law Enforcement (“SABLE”) program in 2006, a 1968 Bell OH 58C, with a second helicopter being acquired in 2012.
Due to the age of the two helicopters, the increasing cost for maintenance, repairs, and fuel, and the safety of personnel operating the helicopters, the WPD is looking for more technologically advanced and safer options. With compounding advancement in unmanned aerial vehicles (“UAV’s” or “drones”), the WPD is now transitioning to a UAV program. Drones can search and view areas similar to what helicopters can do, and sometimes with an even closer view, due to the size and maneuverability of drones.
Due to this transition, the need for the helicopters and related equipment is minimal. The helicopters were acquired from the LESO program at DOD, and WPD is working with them to return all acquisitions to them appropriately and legally.
