PURPOSE:
The purpose of this resolution is for the City of Wilmington to enter into a three (3) year contract with Sunstates Security, LLC for security services at the Skyline Center.
BACKGROUND:
The City of Wilmington acquired the Skyline Center, located at 929 North Front Street, in July 2023. To ensure the continued safety and security of the facility, uniformed unarmed security services are provided 24 hours a day. Sunstates Security, LLC has been providing these services on behalf of the City since July 2023 and previously served the building’s former owner, PPD/Thermo Fisher, from 2014 to 2023.
City staff issued a Request for Proposals (RFP) on April 16, 2025, for uniformed unarmed security services. Following a thorough evaluation process, Sunstates Security, LLC received the highest overall evaluation score, submitted the lowest cost proposal, and they have a long-standing history of satisfactory performance at this location. Based on these factors, Sunstates was determined to be the lowest responsible bidder to provide security services at the Skyline Center.

BUDGET IMPACT:
The yearly estimated cost is $218,946 and is included in Skyline Center’s Repair and Maintenance Division budget, contingent upon the approval of the FY26 budget. This will be a three-year contract for a contract total of $656,838.
