PURPOSE:
Attached for your consideration is a resolution to reject the bid for the Pine Grove Drive at Oleander Drive and Macmillan Avenue Intersection Improvements Project.
BACKGROUND:
The City advertised the Pine Grove Drive at Oleander Drive and Macmillan Avenue Intersection Improvements Project (the “Project”) for bid on November 20, 2024. No bids were received at the scheduled bid opening date of January 28, 2025. The Project was readvertised, with a bid opening scheduled for February 25, 2025, but an insufficient number of bids were received to open. The Project was re-bid again, with one bid received and opened on March 6, 2025. The single responsive bid significantly exceeded the engineer's estimate and the Project’s overall budget. Staff recommends rejection of the bid due to an excessive bid price, and no contract be awarded at this time.
Staff recommends: 1) completing acquisition of the Project’s remaining properties currently in condemnation; 2) deferring construction; and 3) reallocating funds as necessary to complete the bid and award of the following Transportation Bond Projects: Greenville Loop Trail Section 3, Eastwood Road Access Management Phase 2, Dawson & Wooster Streetscapes & Crosswalk and Pine Grove South Intersection Improvements. Later this year, the Transportation Bond Program funding gap will be re-evaluated to determine the feasibility of completing this important project.
