PURPOSE:
The purpose of this resolution is to reject all received bids for the Front Street Bridge Rehabilitation project (“Project”).
BACKGROUND:
The Project was advertised on March 6, 2025. A bid opening was scheduled for April 8, 2025, when an insufficient number of bids were received, so the bids were not opened and the project was readvertised. Another bid opening was scheduled for May 1, 2025, and two bids were received and opened. This project requires specific NCDOT pre-qualifications due to the project’s complexity. One of the bidders was not pre-qualified with NCDOT for the specified scope of work for the project, and the other bidder was significantly over the project’s budget. Staff is therefore recommending the rejection of all bids, and re-bidding the project to further clarify the pre-qualification requirements in the bid documents for prospective bidders.
