Resolution Authorizing 3-Year Grant Agreement with Arts Council

PURPOSE:
The purpose of this resolution is to authorize the City Manager to enter into a three (3) year grant agreement with the Arts Council of Wilmington and New Hanover County ("Arts Council"), which would award the Arts Council $30,000 per year over the three-year period, subject to annual appropriations, to enhance economic development activities within the City.

BACKGROUND:
The Civic Partnership program was established to provide funds to non-profit, economic development, and cultural arts agencies to augment the services and programming provided to the community. The program recently ran on a three-year cycle, with the current cycle closing June 30, 2025.

To initiate the new cycle and receive guidance on application criteria, on November 7, 2024, City staff presented Council with a proposed framework for scoring criteria and process guidelines. With that criteria established, staff worked to implement the application phase for the new cycle and announced the initiation of the application process on December 11, 2024. The deadline for applications was January 31, 2025. The City received 20 applications, with $726,500 requested in aggregate.

Staff reviewed and scored the applications received. On March 28, 2025, staff proposed a recommendation for program awards to Council. The Arts Council was recommended to receive $30,000 each year for three years, subject to annual appropriations.
