PURPOSE:
The purpose of this resolution is for the City of Wilmington to enter a three (3) year contract with Wrightsville Beach Landscaping for landscaping services and repairs at three (3) locations:
• The Skyline Center, 929 N. Front St
• Skyline Parking Deck, 155 N. Brunswick St.
• United Bank Building, 115 N. 3rd St.
• Alternate 1 North Front Street Median
BACKGROUND:
On May 5, 2025, City staff issued a Request for Proposals (RFP) for landscaping services at three City locations. Two proposals were received-from Wrightsville Beach Landscaping and Yardnique. The proposals were evaluated based on the following criteria:
• Experience: 40 points
• Price of proposed services: 20 points
• References: 15 points
• Clarity of proposal: 15 points
• M/WBE: 10 points.
Following a comprehensive evaluation, Wrightsville Beach Landscaping was selected as the most qualified vendor based on the following factors:
• Highest overall evaluation score
• Lowest cost proposal
• Proven track record providing these services at the Skyline Center
Based on these factors, staff recommends awarding the contract to Wrightsville Beach Landscaping.

BUDGET IMPACT:
The annual cost of the contract is $88,795, for a total three-year in the amount of $266,385. Funding is included in the Skyline Center’s Repair and Maintenance Division budget, contingent upon FY26 budget approval.
