PURPOSE:
The purpose of this resolution is to enter into a three (3) year contract with The FMRT Group, LLC, for continued pre-hire, post-hire and post-critical incident evaluation services.
BACKGROUND:
The Wilmington Police Department (WPD) has utilized The FMRT Group, LLC (“FMRT”) since 2019 for various employment and evaluation services. In addition to the pre-hire and post-hire evaluations, the program focuses on mental health counseling and coaching for officers who may be dealing with psychological stress related to chronic exposure to stressful incidents. These services have been beneficial to the department and its officers.

BUDGET IMPACT:
The annual cost is not to exceed $70,000, and funds for FY26 are included in the WPD’s base budget. Subsequent services will be contingent upon approval of each year’s annual budget.
