Attachment #1 - Ordinance

PURPOSE:
The purpose of this ordinance is to appropriate $1,054,734 in funds from multiple completed projects, interest earnings, and capital balances to the Hooker Road MUP (2TRST1428), Hinton Avenue MUP (2TRST1427), and Wrightsville Avenue/Greenville Avenue Intersection Improvements (2TRST1410) projects.

BACKGROUND:
Following a rejection of bids by City Council and re-advertisement, a bid opening was held on August 28, 2025, and three bids were received. Wells Brothers Construction Co., Inc. was the lowest responsive, responsible bidder with a bid of $4,297,913.52. This amount includes $2,394,080.91 for the Hooker Road MUP, $950,953.68 for the Hinton Avenue MUP, and $952,878.93 for the Wrightsville Avenue/Greenville Avenue Intersection Improvements.

This appropriation of additional City funds will reconcile the current funding gap, allow the award of the construction contract, cover the full-time Construction Engineering and Inspection ("CEI") services required by the projects' federal Surface Transportation Block Grant - Direct Attributable ("STBG-DA") funding, and provide an appropriate construction contingency.

This additional funding is available from Water Street Improvements Phase 2 (2TRCP2001), Riverwalk Best Western Pier Demolition (2CRRF2315), Greenville Loop Guard Rail (2TRST2330), interest earnings, and capital balances. The remaining funding for the construction contract already exists in the projects.
