Attachment #1: Ordinance

PURPOSE:
The applicant proposes to rezone the site from R-15, Moderate-density single-dwelling district, to R-5(CD), Medium-density mixed residential district (Conditional District), for a residential development.

BACKGROUND:
The proposed development includes two duplexes with four bedrooms per unit, for a total of sixteen bedrooms. Vehicular access will be provided to the site from a shared drive off Park Avenue, and pedestrian access will be provided through the addition of a sidewalk along the property's Wrightsville Avenue and Park Avenue frontage.

The Comprehensive Plan promotes small-lot infill development, especially single-dwelling residential. It also recommends accommodating growth in the city through mixed-use neighborhoods with a variety of housing types and price points. The site is consistent with the existing development pattern and provides another housing option. The proposed infill development is compatible with the surrounding area, takes advantage of existing utilities, and increases housing options and supply in the area.

The Planning Commission held a public hearing on August 6, 2025, regarding this conditional rezoning. No one spoke in support or opposition to the request at the public hearing, and no written comments were received. After discussion, the commission voted 5-0 in favor of recommending approval of the request.
