Attachment #1: Resolution

PURPOSE:

The purpose of this resolution is to authorize the City Manager, on behalf of the Wilmington Urban Area Metropolitan Planning Organization ("WMPO"), to enter into an agreement with the North Carolina Department of Transportation ("NCDOT") for the Section 5303 Planning Grant.

BACKGROUND:

The City serves as the lead planning agency ("LPA") for the WMPO. NCDOT receives funds from the Federal Transit Administration ("FTA"), which includes funds that are made available to the WMPO to support a continuing, cooperative, and comprehensive (“3_C”) transportation planning process.

For FY25-26, the WMPO is eligible to receive Section 5303 funding in the amount of $91,718 (federal) and $11,464 (state) from the FTA and NCDOT, respectively, with a required local match of 10% for this funding in the amount of $11,466. The total Section 5303 award is $114,648.

budget

BUDGET IMPACT:

The locally matched funds are programmed in the adopted FY26 WMPO administration budget for the City. An agreement between the LPA and NCDOT is required for the expenditure of the Section 5303 funds.
