PURPOSE:
The purpose of this resolution is to award a construction contract to Highland Paving Company, LLC, of Fayetteville, NC, ("Highland") in the amount of $5,762,423.15 for the Dawson - Wooster Streetscape Improvements project ("Project").
BACKGROUND:
The Project is included in the City's Transportation Bond Program, and it spans a length of approximately 0.75 miles on Dawson and Wooster Streets. The improvements in the Project include, but are not limited to, filling in sidewalk gaps, installing curb bump-outs, improving pedestrian and ADA access, and resurfacing of Dawson and Wooster Streets between 3rd and 17th Streets. Through a previously executed agreement, NCDOT has agreed to contribute funds for the resurfacing portion of the Project.
Principal benefits of this project include:
-Providing improvements that will make the City's primary gateway on Dawson and Wooster
Streets more attractive.
-Maximizing use of public dollars by complementing and expanding upon existing sidewalks.
-Providing healthy and safe options to get exercise and travel.
The Project was competitively bid through the City's Purchasing Department with Highland being the lowest responsible, responsive bidder, in the amount of $5,762,423.15. Highland has subcontracted 18.3% of the project to MBE/WBE/HUB/DBE certified firms, which meets the required minimum of 14% for the Project.
