PURPOSE:
The purpose of this resolution is to establish the City of Wilmington Housing Advisory Committee (“WHAC”) and the to establish the bylaws for that committee.
BACKGROUND:
On June 18, 2019, Wilmington City Council approved a “Resolution Authorizing the Mayor to Execute an Interlocal Agreement (ILA) Between the City of Wilmington and New Hanover County Establishing a Joint City of Wilmington / New Hanover County Workforce Housing Advisory Committee” (“WHAC”). In July of 2025, the City of Wilmington was notified in writing by the New Hanover County Board of Commissioners (“Commission”) that the Commission no longer intended to participate in WHAC through the Interlocal Agreement. In August of 2025, Wilmington City Council directed City staff to draft bylaws for a new housing advisory committee that reflected no involvement by the Commission. This resolution establishes a new City of Wilmington Housing Advisory Committee, and the new bylaws for that Committee.
