PURPOSE:
The purpose of this Ordinance is to appropriate $66,603 to the Public Facilities Capital Projects Fund for the RiverLights Fire Station Project for the execution of a construction contract change order.
BACKGROUND:
Construction of a new 12,700 SF fire station ("Project") began in September 2023 on a 3-acre parcel along River Road, dedicated and transferred to the City by the Riverlights Developer, NNP IV Cape Fear, LLC. The architecture was designed to blend with the character and charm of the local neighborhood. City staff and our design team worked closely with residents to make sure this building feels like part of the Riverlights community.
This $7.85M facility includes three (3) truck bays; bunkrooms; kitchen and dining area; crew day room; locker/shower/restrooms; office/radio room; training room; exercise room; equipment wash down area; climate-controlled storage rooms; other storage space; private vehicle parking space; vehicle wash down area; and electric generator space. This station was also designed to meet high-performance expectations for new buildings in terms of energy and environmental considerations.
Throughout the duration of the Project, various out-of-scope items beyond the contractor's control created logistical inefficiencies and slowed the construction progress. Examples include unexpected third-party utility conflicts in non-municipal easements, extended coordination with the local developer to obtain utility easements, and various revisions to contract documents.
