Attachment #1: Resolution; Attachment #2: Summary Memo and Map

PURPOSE:

The purpose of this resolution is to exchange roadway responsibilities with North Carolina Department of Transportation (“NCDOT”) for specific streets within the City of Wilmington based on the use, traffic volume, or need for improvements.

BACKGROUND:

The City and Wilmington Metropolitan Planning Organization (“WMPO”) staff have collaborated with NCDOT staff to identify streets within Wilmington city limits that merit an exchange of ownership and maintenance responsibility. The City would typically be responsible for streets serving local residential traffic or collector purposes, whereas NCDOT would be responsible for streets serving an arterial purpose. The streets identified for this exchange are listed in the attached memo and shown on the attached map.

The net effect to the City is a gain of 0.29 lane miles in street centerline length, but an overall decrease of 1.6 lane miles based on the actual area of asphalt. This gain in centerline length will have a positive but minimal impact on Powell Bill funding the City receives from the State to support Public Works street maintenance activities.

budget

BUDGET IMPACT:

Since the overall area of road surface to be maintained by the City will slightly decrease, there is no anticipated budget impact associated with this roadway exchange.
