PURPOSE
The purpose of this resolution is to authorize the City Manager to execute an agreement with Hazen and Sawyer, P.C. of Raleigh, North Carolina, for an amount not to exceed $116,900 for hydraulic modeling professional services in support of the Wilmington Fire Department's 2026 ISO review.
BACKGROUND
The WFD utilizes hydraulic modeling and fire flow analysis as part of the Insurance Services Office ("ISO") evaluation process. ISO and the Office of the State Fire Marshal ("OSFM") allow the use of a calibrated computer model of the water distribution system to predict and map available fire flows in lieu of extensive field testing. A Request for Qualifications ("RFQ") was advertised pursuant to N.C.G.S. ?143-64.31, with Hazen and Sawyer, P.C. being the only submission.
The WFD is supplied with water by the Cape Fear Public Utility Authority ("CFPUA"). Hazen and Sawyer previously completed hydraulic modeling work for CFPUA as part of a recently completed master plan and is uniquely qualified to update and calibrate the existing model for fire flow analysis purposes.
The proposed scope of work includes updating the hydraulic model to include all public water mains and hydrants, conducting field testing and model calibration, performing available fire flow evaluations, and providing final technical deliverables for the ISO submission process. Deliverables will include a technical memorandum sealed by a professional engineer, GIS databases with model results, and large-format digital mapping of available fire flows.
