Attachment #1: Resolution |
PURPOSE:
The purpose of this resolution is to authorize the City Manager to enter into a Memorandum of Understanding (“MOU”) with the New Hanover County Sheriff’s Office, as mandated by the guidelines of a federal grant program.
BACKGROUND:
The City has been offered the opportunity to apply for a grant from the United States Department of Justice (“DOJ”), Justice Assistance Grant (“JAG”) Program. The program was delayed last year, so the grant application will be for DOJ’s FY25 JAG Program.
Per federal guidelines, the grant application must be a joint application with the New Hanover County Sheriff’s Office. The City will act as the lead agency, submitting the grant application, receiving the drawdown, if provided, and transferring 0% to the Sheriff’s Office, as the New Hanover County Sheriff’s Office advised they will not be requesting funds from this year’s program.
If approved, the Wilmington Police Department will utilize the funding to purchase equipment that will enhance crime scene investigation capabilities. This equipment includes a Crime-lite Auto with accessories, Panocam Mount for our FARO System, Cyanoacrylate Fuming Chamber, LAB Fuming Chamber, and Drying Cabinet.
budget
BUDGET IMPACT:
The total cost of this equipment is $65,232. The JAG funding will cover $64,657, with no local match required. The remaining $575 will be funded through the FY26 Police Operating Budget.
