PURPOSE:
The purpose of this resolution is to up-fit twenty-five (25) police vehicles with lighting, cages, radios, and other police equipment.
BACKGROUND:
With the adoption of the FY26 Fleet Replacement Budget, City Council authorized the purchase/replacement of twenty-five (25) police vehicles. Following purchase, each vehicle must be outfitted with specific police equipment. The attached quote includes the purchase and installation of that specialized equipment for twenty-two (22) Marked Units, one (1) Drone Unit, and two (2) Chief Units.
North Carolina General Statutes §143-129(e) allows local governments to bypass standard competitive bidding requirements and exempts purchases made through a competitive bidding group purchasing program. Mobile Communications America, Inc. currently holds an active cooperative contract to provide communications and security solutions to North Carolina Government agencies, in compliance with State uniformity and standardization requirements. Mobile Communications America, Inc. staff have worked with the Wilmington Police Department and Wilmington Fleet Management in the design and layout of each vehicle type in order to maintain standardization and fleet uniformity.
BUDGET IMPACT:
Funding for the equipment was approved if Fleet’s FY26 adopted budget.
RECOMMENDATION / ACTION REQUESTED:
Passage of the resolution is recommended.
