PURPOSE:
The applicant proposes to rezone the subject site from an R-15, Moderate-density Single-dwelling District, to an O&I, Office and Institutional District.
BACKGROUND:
The subject site contains ±0.51 acres of a ±1.26 parcel that is currently split-zoned R-15, Moderate-density single-dwelling district, and O&I, Office and Institutional district. The site is occupied by a parking lot serving the office buildings on the O&I portion of the parcel. A Special Use Permit was approved in 2004 to allow for a 45-space non-residential parking lot in a residential district.
The Comprehensive Plan identifies this site within a “Greenfield Sites as Multi-use Places” area of opportunity, and along a Major Corridor/Regional Parkway and Existing Green Connection. The Comprehensive Plan promotes compatible infill, commercial development, and a mix of uses along major corridors, while providing an appropriate transition between neighborhoods and commercial areas. The proposed rezoning would apply a consistent zoning designation across the site and allow for a suitable transition along the Eastwood Road corridor.
The Planning Commission held a public hearing regarding this general rezoning on October 7, 2026. No one spoke in favor of or against the request. The Commission voted 6-0 to recommend approval of the request.
