PURPOSE

The applicant proposes to rezone the subject site from R-5, Medium-Density Mixed Residential District to UMX, Urban Mixed-Use District.

 

BACKGROUND:   

The site includes a single parcel, approximately ±0.15 acres. The site is currently zoned R-5, Medium-Density Mixed Residential, and is developed with a detached single dwelling. 

 

The Comprehensive Plan identifies this site as within a Neighborhood-scale Infill Development Area of opportunity. The plan supports mixed-use development patterns around transit routes. The proposed zoning change would allow context-sensitive infill development or redevelopment that is compatible with the surrounding area. Adjacent properties are either zoned UMX, Urban Mixed-Use District, or R-5, Medium-Density Mixed Residential District. The site is directly adjacent to a three-story mixed-use building currently under construction and is near multiple WAVE Transit stops.

 

The Planning Commission held a public hearing regarding this general rezoning on March 4, 2026. No one spoke in favor of or against the request. One comment in opposition to the request was received in advance of the meeting. After discussion, the Planning Commission voted 4-0 to recommend approval of the request.

Staff recommends approval of the requested rezoning to UMX, Urban Mixed-use district, based on consistency with the Create Wilmington Comprehensive Plan, particularly policies 1.7.1, 1.11.3, and 2.5.9.
