PURPOSE:
Amendment to the resolution and associated policy that endorses Vision Zero as a comprehensive and holistic approach to adopting the goal of eliminating traffic deaths and serious injuries.
BACKGROUND:
Vision Zero is the concept that traffic deaths and serious injuries are unacceptable, and a holistic strategy aimed at eliminating all traffic fatalities and serious injuries suffered by road users while increasing safe mobility for all.
The original version of the Resolution and associated Vision Zero Policy were approved by City Council on September 23, 2025.
The amended versions to the Resolution and Vision Zero Policy provide key updates to committee titles, structures, roles, and timelines as well as updates to department and position titles reflected in the recent city reorganization. These amendments provide a clear and accountable path forward in continuing the previously adopted goal of eliminating all traffic-related deaths and serious injuries by 2036.
The amended policy also directs the Vision Zero Steering Committee to develop and present a Vision Zero Safety Action Plan to the City Council for consideration within 6 months of the Steering Committee appointment.

BUDGET IMPACT:
No change. Funding for the Vision Zero initiatives will continue being appropriated using North Carolina Department of Motor Vehicles (NCDMV) license fee revenues through the Neighborhood Traffic Calming Management CIP project, as supplemented by grants and other funding that the City Council may identify in the future.
