PURPOSE:
The purpose of this resolution is to authorize the City Manager to negotiate and execute a contract with Atlantic Emergency Solutions, Inc., of Manassas, VA (“Atlantic”) for an amount up to $1,004,295 for the purchase of one (1) 2027 Pierce Enforcer Pumper Engine (“Pumper”) through the Houston-Galveston Area Council Cooperative Purchasing Program (“H-GAC”) .
BACKGROUND:
Atlantic notified WFD that a production slot for a Pumper unexpectedly became available and offered the slot to the City. Securing this slot would allow a custom Pumper to be delivered in approximately nine (9) months, compared to the current standard build time of approximately forty-eight (48) months. Atlantic will build and ship the Pumper within 270 days after the receipt of the completed contract and purchase order under the provisions of the H-GAC program. Receiving the Pumper nearly three years earlier would significantly reduce the overall age of our fleet and provide a newer, more reliable reserve engine.
The selection of fire-fighting vehicles uses similar specifications to previous fire engine purchases, and this new Pumper will be available for delivery in May/June of 2027, allowing the current 2016 model to be placed in reserve status and the reserve 2006 model to be declared surplus property. Utilizing the preauthorized payment option for this purchase will lock in the purchase price at today’s rate and allow delivery three (3) years ahead of the existing schedule.
Funding for this purchase is currently available in the Fleet Fund and will be encumbered in FY27 and released upon delivery of the vehicle.

The total purchase cost will be $1,004,295. The Fleet Replacement Fund will be used to purchase this item.
