Attachment #1: Resolution |
PURPOSE:
The purpose of this resolution is to authorize a unit-price, multi-year contract for the purchase of roll-out refuse and recycling containers from Schaefer Systems International, Inc., of Charlotte, NC, for Recycling & Trash Services (“RTS”) operations.
BACKGROUND:
The current contract term with Schaefer Systems is from July 1, 2024, until May 17, 2025, through the North Carolina Sheriff’s Association Cooperative (“NCSA”) cooperative purchasing agreement. The FY25 (current) delivered price is $54.25 for the 95-gallon roll-out carts, and $43.00 for the 35-gallon roll-out carts. Each size includes the standard green refuse and standard blue recycling containers for use in the City’s Recycling & Trash Services Division. Both cart sizes and colors have “City of Wilmington” stamped imprints (including new placement instructions), and the stamp plates required were produced under the previous contract. The City currently has over 48,000 recycling and trash carts deployed to customers, of which 75% are the 95-gallon size. Schaefer also collects and recycles old City carts which have reached the end of usable service and issues a credit to be applied to future purchases.
This proposed contract will leverage the NCSA’s cooperative pricing. The FY26 NCSA delivered pricing is up to $54.00 for the 95-gallon roll-out carts and up to $42.85 for the 35-gallon roll-out carts, a slight unit-cost reduction for each item. The proposed contract term will be from July 1, 2025, through June 30, 2028, with the option to renew for two additional twelve-month terms. It is requested that the extensions be authorized to be executed by the City Manager as designated, without further action of the City Council, pending Council approval of the respective fiscal year budget submittals.
budget
BUDGET IMPACT:
The three-year unit-price, term contract, will be in an amount up to $1,026,520. The annual cost is forecasted to be up to $325,621 for FY26, and funding for this contract will be available pending Council approval of the FY26 City Budget. FY27 expenditure is estimated to be up to $341,902, and FY28 up to $358,997, pending City Council approval of those fiscal year budget submittals.
