PURPOSE:
The applicant proposes to rezone the subject site from R-15, Moderate-density single-dwelling district to MD-17(CD), High-density multiple-dwelling residential district (Conditional District) for a 65-unit townhome development.
BACKGROUND:
The proposed development includes 65, 2-bedroom dwelling units with 130 total bedrooms for a density of 11.9 units per acre, within the maximum 17 units per acre permitted in the MD-17 district. Vehicular access will be provided to the site from two access drives off Covil Avenue and pedestrian access will be provided through the addition of a sidewalk along the property’s Covil Avenue frontage. The existing WAVE transit stop will be relocated and improved through coordination with WAVE transit.
The Comprehensive Plan promotes transit-oriented and transit-ready development near existing and planned transit stations and stops and recommends that growth be accommodated in the city through mixed-use neighborhoods with a variety of housing types and price points. The site is located within close proximity to existing transit services and commercial uses are generally walkable in the area. The proposed infill development is compatible with the surrounding area, takes advantage of existing utilities, and increases housing options and supply in the area.
The Planning Commission held a public hearing regarding this conditional rezoning on May 7, 2025. No one spoke in support or in opposition to the request at the public hearing and no written comments were received. After discussion, the commission voted 7-0 in favor of recommending approval of the request.
