PURPOSE:

The purpose of this resolution is to authorize the City Manager to enter into Task Order #7 of On-Call Contract LOI-ENG-06-2020.E with GFT Infrastructure, Inc. (“GFT”), in the amount of $550,830.78 for Construction Engineering and Inspection (“CEI”) services for the Hooker Road MUP, Hinton Avenue MUP, and Wrightsville Avenue/Greenville Avenue Intersection Improvements projects.

BACKGROUND:

The Hooker Road MUP project will provide an eight-foot-wide asphalt multi-use path along the north side of Hooker Road from Mallard Drive/Rose Avenue to Wrightsville Avenue. The Hinton Avenue MUP project will provide an eight-foot-wide asphalt multi-use path along the west side of Hinton Avenue from Park Avenue to Michelle Drive and along the east side of Hinton Avenue from Michelle Drive to Greenville Avenue. The Wrightsville Avenue/Greenville Avenue Intersection Improvements project will provide sidewalks and bike lanes on both sides of Greenville Avenue from Hinton Avenue to Wrightsville Avenue. These projects are in close geographic proximity and have been combined for the design and construction phases.

The projects have federal funding through the WMPO via the Surface Transportation Block Grant - Direct Attributable (“STBG-DA”) program, which requires full-time CEI services during construction. These services include engineering field inspection of contractor work, materials testing, and documentation to meet the requirements of the Federal Highway Administration (“FHWA”), as well as NCDOT specifications. The professional engineering firm selected must be pre-qualified with NCDOT for CEI services and cannot be the same firm that designed the project.

The City submitted a request for concurrence to utilize GFT, which holds on-call contracts with the City for construction materials testing services and for professional engineering services for roadways, bridges, sidewalks and multi-use trails/greenways, for this work. NCDOT approved the request on March 6, 2025.

NCDOT also approved the scopes and fees for each of the three projects, as well as a draft task order to the City’s on-call master agreement with GFT for professional engineering services for roadways, bridges, sidewalks and multi-use trails/greenways in the amount of $550,830.78. These approvals were received on April 2, 2025, and September 23, 2025, respectively. The total task order amount of $550,830.78 includes $261,353.11 for the Hooker Road MUP, $171,589.48 for the Hinton Avenue MUP, and $117,888.19 for the Wrightsville Avenue/Greenville Avenue Intersection Improvements projects.

City Council approved the award of a construction contract to Wells Brothers Construction Co., Inc. in the amount of $4,297,913.52 for the Hooker Road MUP, Hinton Avenue MUP, and Wrightsville Avenue/Greenville Avenue Intersection Improvements projects on September 23, 2025. Staff anticipates beginning construction in late November/early December, following execution of the construction contract, Council authorization, and contract execution of the task order for CEI services.

These projects, shown in the attached map, will greatly enhance the regional bicycle and pedestrian network in this part of Wilmington via connections to the River to Sea Bikeway and the Gary Shell Cross-City Trail.
