PURPOSE:
The applicant proposes to rezone the subject site from MD-10, Medium-density Multiple-dwelling Residential District to MD-17(CD), High-density multiple-dwelling residential district (Conditional District) to add 56 multi-dwelling units and an amenity center to an existing multiple-dwelling residential development.
BACKGROUND:
The project consists of 56 additional multi-dwelling units in two new buildings as well as the construction of an amenity center in an existing residential development. The apartment complex currently has 280 dwelling units. The proposal would bring the total number of units to 336.
The Comprehensive Plan states that redevelopment should maintain or enhance the desired character of the surrounding area, improve access to goods, services, and amenities, increase housing options, and improve the overall quality of life in the vicinity. The plan also supports higher residential density near commercial services and along transit routes. The site is located within close proximity to commercial services and employment centers with nearby access to traditional transit services. Commercial uses are generally walkable in this area. The proposed infill development is consistent with the surrounding area, takes advantage of existing utilities, and increases housing options and supply in the area.
The Planning Commission held a public hearing regarding this conditional rezoning on January 8, 2025. No one spoke in favor or against the request. Four written communications regarding the proposed rezoning were received. All written communications were in opposition to the proposal. After discussion, the commission voted 6-0 in favor of recommending approval of the request.
