PURPOSE: 

The proposed resolution supports a Cape Fear Public Transit Authority (“WAVE”) application for a Federal Transit Administration (“FTA”) Transit-Oriented Development (“TOD”) planning grant to develop a Comprehensive Bus Rapid Transit (“BRT”) and TOD Corridor Study and authorizes up to $80,000 in local matching funds for the project.

 

BACKGROUND:   

The FTA is accepting applications for a pilot program for TOD planning grants through July 10, 2026. WAVE is proposing to submit an application for the development of a comprehensive BRT and TOD corridor study for high-capacity transit routes in the Wilmington urbanized area. The study will examine innovative ways of connecting Downtown Wilmington, Novant Health New Hanover Regional Medical Center, Wilmington Health, the planned UNC Health medical campus at Shipyard Boulevard and Independence Boulevard, Monkey Junction, and the Town of Carolina Beach, while also evaluating alternative corridors that may support future BRT service and transit-oriented development.

 

Additionally, the study will assess corridor alternatives, station area opportunities, multimodal connectivity, transit-supportive land use strategies, ridership potential, implementation phasing, and capital investment priorities for the full benefit of families and communities. Particular emphasis will be placed on improving access to major employment centers, healthcare facilities, educational institutions, commercial districts, and residential areas while supporting regional mobility, economic development, and sustainable growth objectives.

 

Completion of the study will provide a framework for future transit and land use investments and position the Cape Fear region to compete for future state and federal funding opportunities for high-capacity transit implementation.

BUDGET IMPACT:  

The FTA requires a 20% local match for this program. WAVE Transit estimates the total project cost at $400,000, requiring an $80,000 local match. The maximum City contribution to this project would be $80,000.

RECOMMENDATION / ACTION REQUESTED:

Approval of a resolution supporting WAVE's application to the FTA for a TOD Planning Grant and committing up to $80,000 in local matching funds is recommended.
