PURPOSE:
Attached for your consideration is an ordinance voluntarily annexing three parcels of land totaling 8.265 acres located at 904, 912, & 1000 North Kerr Avenue into the City limits. The petition meets the statutory requirements for contiguous annexation.
BACKGROUND:
On April 1, 2025, City Council approved a resolution directing the City Clerk to investigate the sufficiency of the subject petition for voluntary annexation. On April 15, 2025, Council approved a resolution accepting the certification of sufficiency from the City Clerk, and scheduled a public hearing on the proposed annexation for May 20, 2025.
Planning staff consulted with City departments to confirm that no impact on service delivery is anticipated as a result of the annexation. Staff has reviewed the annexation for conformance with the City’s annexation policy, adopted on February 19, 2013, and find that the annexation meets all criteria identified for voluntary contiguous annexation.
If approved, the ordinance would allow this property to be annexed into the City limits of Wilmington, effective June 30, 2025. If the request is not approved, the property will remain under New Hanover County’s jurisdiction.
budget
BUDGET IMPACT:
The cost benefit analysis shows that revenues will exceed expenditures, no new police officers are required to service this area, and that the City’s ISO rating will remain the same.
