Attachment #1: Resolution

PURPOSE

The purpose of this resolution is to authorize the City Manager to exercise the second and final one-year extension option under the City's existing janitorial services contract with CSI International, INC. (“CSI”), for Skyline Center, and to amend the contract to add janitorial services for the City-owned building located at 115 N. Third Street.

BACKGROUND:

In December 2024, the City entered into an agreement with Executive Building Maintenance (“EBM”) to provide janitorial services at Skyline Center. Effective July 1, 2025, EBM merged with CSI, and the existing contract was assigned to CSI. The original agreement provides for an initial contract term, with the option to extend for up to two additional one-year terms. The City previously exercised the first one-year extension option. The proposed contract extension and amendment will provide janitorial services at Skyline Center and 115 N. Third Street through June 30, 2027.

Based on the contractor's performance and the City's continued need for janitorial services at Skyline Center, staff recommends exercising the second and final one-year extension option. Staff also recommends adding janitorial services for the City-owned building at 115 N. Third Street to the contract scope of services. Adding this location to the contract will allow the City to provide consistent janitorial services at both City-owned downtown office buildings under a single service agreement and ensure continuity of services at 115 N. Third Street.

BUDGET IMPACT:

Funding is available in the Asset & Property Management FY27 adopted budget to cover the cost of the contract extension and additional services at 115 N. Third Street.
