PURPOSE:
The applicant proposes to rezone the subject site from CS, Commercial Services District to MD-17(CD), High-density multiple-dwelling residential district (Conditional District) for a 12-unit townhome development.
BACKGROUND:
The project consists of 12 townhouse units located within 3 buildings with 24 total bedrooms. Access is provided to the site from two driveways located along Wilmington Avenue. A sidewalk will be provided with this project along Wilmington Avenue. On December 12, 2024, the Board of Adjustment granted a variance for the removal of one specimen tree, and to disturb greater than 20% of the critical root zone protection area for five specimen trees.
The Comprehensive Plan states that redevelopment should maintain or enhance the desired character of the surrounding area, improve access to goods, services, and amenities, increase housing options, and improve the overall quality of life in the vicinity. The plan also supports higher residential density near commercial services and along transit routes. The site is located within close proximity to commercial services and employment centers with nearby access to traditional transit services. Commercial uses are generally walkable in this area. The proposed infill development is consistent with the surrounding area, takes advantage of existing utilities, and increases housing options and supply in the area.
The Planning Commission held a public hearing regarding this conditional rezoning on January 8, 2025. One person spoke in favor of the request. No written communications regarding the proposed rezoning were received. After discussion, the commission voted 6-0 in favor of recommending approval of the request.
