PURPOSE: 

The purpose of this resolution is to authorize the City Manager to execute a contract amendment in the amount of $86,850 with Esse Architects, P.A. of Raleigh, North Carolina (“Esse”), for additional design and construction administration services for the Parks Operations Facility.

 

BACKGROUND:   

The City entered into a contract with Huffman Architects, P.A. (now Esse) on February 19, 2021, for design and construction administration services for the Parks Operations Facility. The original contract amount was $383,350. In December 2024, a contract amendment for $79,040 was executed to cover design changes requested by the City and additional fees for bidding, construction administration, and closeout, due to the elongation of the project schedule, bringing the contract total to $462,390.

 

The additional $86,850 requested in this resolution is for design and construction administration services for a four-office addition to the Administration Building, which is needed to accommodate additional staff who will work out of this facility as a result of the City’s organizational realignment, as well as a fire flow test. The fire flow test is needed to evaluate Beatrice Street as an alternative tap location for the 6” fire line connection. The current design ties in across River Road, requiring a jack and bore and steel encasement pipe under River Road. The Beatrice Street alternative would provide a cost savings to the project, if flow test results meet requirements for the connection.

 

The cost for this additional work will bring the contract total to $549,240.
