PURPOSE:
The purpose of this resolution is to award a 360-day construction contract to Wells Brothers Construction Co., Inc. of Turkey, NC (“Wells”) in the amount of $3,994,752 for the Wisteria/Clearbrook Drainage Improvement Project-Stage II.
BACKGROUND:
City Staff received Wisteria/Clearbrook Drainage Improvement Project-Stage II (“Project”) bids on November 20, 2025, and the lowest responsive and responsible bidder, as indicated in the attached certified bid tabulation, is Wells.
Stage I of the project, extending from a tributary of Hewletts Creek to Dogwood Lane, was completed in 2016. Stage II of the project extends from Dogwood Lane to Camellia Lane, as shown on the attached Project area map for reference. The City has collaborated with an engineering design consultant to finalize the construction drawings and obtain all necessary Project permits. The City also acquired various easements within the Project area for long-term maintenance of the drainage way, which include permanent drainage easements, temporary construction easements, conservation easements, and a fee simple land purchase. The Project’s purpose is to reduce flooding of streets and private property within the Project area, to provide for long-term maintenance, and to improve the water quality flowing into Hewletts Creek.
This City has been awarded a $1,353,000 grant from the North Carolina Land and Water Fund to support Project construction costs. The City will also receive reimbursement from Cape Fear Public Utility Authority in an amount not to exceed $118,700 for the necessary relocation of water and sewer lines in the City right of way. The grant award resolution was approved by City Council at the March 18, 2025, City Council meeting.
