Attachment #1: Ordinance |
PURPOSE:
The purpose of this ordinance is to appropriate funds needed to supplement the existing budget for the construction of the new Parks Operations Facility.
BACKGROUND:
On May 16, 2025, at a City Council budget work session, City staff provided an update to Council on the Parks Operations Facility project. The total project budget of $10,543,000 has already been expensed for the following amounts:
• 2017 - Space Needs Study - $45,000
• 2020 - Land Acquisition - $891,000
• 2021 - Architectural Design - $516,000
The remaining budget available in the project was $9,091,000.
The construction cost estimate and start-up costs detailed a gap in the project budget. Staff identified unused funds from other projects totaling just over $2,000,000. These identified funding sources provided the required project funding to proceed with the construction bidding.
Due to extenuating circumstances between the time the construction estimate was done (January 2025) and when bids were received (July 2025), the gap in the budget increased (see cover letter for contract award resolution). Therefore, City staff again had to identify where potential funds could be reallocated and used for this project.
The detailed appropriations in the attached ordinance will allow the project to proceed with the bid from J. M. Thompson Company and cover expenses for the following:
• CFPUA connection and system development fees
• Tree Mitigation fees
• Special Inspections and Materials Testing costs
• IT infrastructure costs
• Procurement of a two-bay greenhouse and cold frame through Sourcewell Purchasing Cooperative
• 5% Construction Contingency
This ordinance appropriates the detailed revenues based on the following general sources:
• Project Closeouts or Available Balances - $1,392,697
o Firing Range/Training Facility
o Former City Hall/Thalian Hall Improvements
o Elevator Modernization
o Police HQ Chiller Replacement
o Wellington Station Renovations
o Northern Riverfront Project
o City Pool Improvements
o Water Street Parking Deck
• Capital Balances/Interest Earnings - $256,217
• Additional 80/20 Debt Capacity - $2,560,157
budget
BUDGET IMPACT:
This ordinance has a net budget impact of $2,816,374, representing $2,560,157 in additional 80/20 debt capacity and $256,217 in Capital Balances/Interest Earnings. Remaining required funding of $1,392,697 is provided by closeouts and available balances from current projects.
