PURPOSE:
The applicant proposes to rezone the subject site from R-10, Medium-density, single-dwelling district to MD-17(CD), High-density multiple-dwelling residential district (Conditional District) for a 48-unit affordable senior housing development.
BACKGROUND:
The project consists of one building with a mix of 28 one-bedroom and 20 two-bedroom units for a total of 68 bedrooms. Vehicular access will be provided to the site from a driveway located along Marjoram Way. Pedestrian access will be provided to North Kerr Avenue via an existing sidewalk and to New Centre Drive and Marjoram Way via new sidewalks that will be constructed along the property frontage as part of the project. All units for this project will be dedicated as affordable senior housing. Twelve (12) units are to be provided at 30% of the area median income (AMI), 8 units at 50% AMI, 14 units at 60% AMI, and 14 units at 80% AMI as determined annually by the U.S. Department of Housing and Urban Development.
The Comprehensive Plan states that the development of accessible housing for residents with disabilities, particularly near transit stations and corridors, should be encouraged. The plan also supports dispersal and production of affordable and workforce housing units and senior housing units throughout all areas of the city. The site is located within close proximity to traditional transit services. Commercial uses are generally walkable in this area. The proposed infill development is consistent with the surrounding area, takes advantage of existing utilities, and increases housing options and supply in the area.
The Planning Commission held a public hearing regarding this conditional rezoning on April 2, 2025. One person spoke in support of the request at the public hearing. Staff also received one written communication from the Cape Fear Housing Coalition in favor of the proposal. After discussion, the commission voted 7-0 in favor of recommending approval of the request.
