PURPOSE

The purpose of this resolution is to authorize the City Manager to execute a contract amendment in the amount of $461,840 with JENNS, LLC of Wrightsville Beach, NC (“JENNS”), for the Annual Needs Brick Street Maintenance Contract. 

 

BACKGROUND:   

The Wilmington City Council adopted a Brick and Stone Streets Policy at their regular meeting on February 7, 2017, in recognition that historic brick and stone street paving materials are important character-defining features and assets to the City’s Historic District and urban core.

 

The process for restoring historic brick and stone streets involves stripping the asphalt from atop brick streets and restoring areas of no brick (e.g., utility cuts) with historic brick.

 

The City entered into a 12-month contract with JENNS, executed June 24, 2023, which includes provisions to extend the term of the contract for up to two additional one-year periods. Both contract extensions have been executed (see attached Contract Amendment Summary), and the contract completion deadline is now June 24, 2026.

 

Brick Street Maintenance has already been completed using this contract at the locations listed below.

                     Castle St. from Surry St. to Front St.

                     S. Front St. from Castle St. to Queen St.

                     S.13th St. from Orange St. to Ann St.

                     Red Cross St. from 7th St. to 8th St.

                     Red Cross St. from 2nd St. to 3rd St.

This contract amendment will allow for an additional block to be restored on Greenfield St. from 2nd St. to 3rd St. before the contract expires.

Funding for this contract is available in the Brick Street Rehab Capital Projects Fund.
