PURPOSE:
The purpose of this ordinance is to appropriate $1,004,295 for the purchase of one (1) 2027 Pierce Enforcer Pumper Engine (“Pumper”) through the Houston-Galveston Area Council Cooperative Purchasing Program (“H-GAC”).
BACKGROUND:
N.C.G.S. §143-129(e)(3) provides for an exception to the procedures for letting public contracts if purchases are made through a competitive bidding group procurement program, which is a formally organized program that offers competitively obtained purchasing services at discount prices. The H-GAC conducted a full and open competitive solicitation for certain fire vehicles and awarded the contract to Atlantic Emergency Solutions, Inc., of Manassas, VA (“Atlantic”).
Atlantic Emergency Solutions WFD that a production slot for a Pumper unexpectedly became available and offered it to the City. The new Pumper would be available for delivery in May/June of 2027, allowing the current 2016 model to be placed in reserve status and the reserve 2006 model to be declared surplus property. Securing this slot would allow a custom pumper to be delivered in approximately nine (9) months, compared to the current standard build time of approximately forty-eight (48) months. Receiving the apparatus nearly three (3) years earlier would significantly improve the overall age of our fleet while also providing a newer, more reliable reserve engine.
Funding for this purchase is currently available in the fleet fund and will be made encumbered in FY27 and released upon delivery of the vehicle.

The total purchase cost will be $1,004,295. The Fleet Replacement Fund will be used to purchase this item.
