PURPOSE:
Attached for your consideration is a resolution to reject all bids for the Hooker Road MUP (U-5534G), Hinton Avenue MUP (U-5534H), and Wrightsville Avenue and Greenville Avenue Intersection Improvements (U-5534C) projects.
BACKGROUND:
The projects are federally funded through the Wilmington Urban Metropolitan Planning Organization (“WMPO”) via the Surface Transportation Block Grant - Direct Attributable (“STBG-DA”) program, passing through the NCDOT and requiring a 20% local match from the City. While these projects are individually funded, they are in close geographic proximity to each other and have been combined for the design and construction phases in an effort to expedite their respective project schedules and to realize potential savings through economies of scale.
The City advertised the Hooker Road MUP (U-5534G) project, combined with the Hinton Avenue MUP (U-5534H) and Wrightsville Avenue and Greenville Avenue Intersection Improvements (U-5534C) projects, for bid on January 30, 2025. A bid opening was scheduled for March 25, 2025, but an insufficient number of bids were received to open. The projects were re-bid, and bids were opened on April 3, 2025. One proposal was received. The lowest responsible bidder’s bid greatly exceeded the engineer's estimate and the projects’ overall budget. The staff’s recommendation is that the bid received be rejected due to an excessive bid price, and no contract be awarded at this time. Prior to re-bidding, staff will review and update the engineer’s estimate, if appropriate, and contact the current plan holders to make them aware of the rebid of the projects.
