Attachment #1: Resolution; Attachment #2: Program Report |
PURPOSE:
The purpose of this resolution is to seek full Council approval of the Traffic Engineering Division’s Traffic Calming Speed Hump Quick Response Projects Plan, in conjunction with the consideration of the adoption of the Vision Zero resolution.
BACKGROUND:
Attached for your consideration is a Resolution that identifies seven roadways for the deployment of speed humps on local neighborhood streets. The streets identified have a posted speed limit of 25 mph and have experienced a long history of challenges dealing with speeding motorists and/or cut-through traffic.
City Council adopted a $25.00 North Carolina Department of Motor Vehicles fee, of which $20.00 is to be used to improve local transportation infrastructure and related infrastructure. At the April 17, 2025, Mayor’s Ad Hoc Transportation Committee meeting, staff presented committee members with a revised Transportation & Mobility Plan based on City Council feedback about the use of the motor vehicle fees at the budget work session held on March 28, 2025. The Mayor’s Ad Hoc Transportation Committee members identified the need for neighborhood traffic calming measures and directed staff to generate a list of traffic calming projects that could be done quickly and considered at the next committee meeting.
City staff presented a list of seven speed hump deployment locations to the Mayor’s Ad Hoc Transportation Committee at their July 17, 2025, meeting. Members supported the locations and directed staff to proceed with installing speed humps at those locations. The deployment of speed humps at these locations is consistent with the City Council’s adoption of the Traffic Calming Policy and the Vision Zero Policy at the September 23, 2025, Council meeting. Funding for these projects will be provided using the above-mentioned motor vehicle fees.
