PURPOSE:
The purpose of this Ordinance is to appropriate $212,285 in insurance reimbursement funds to the Parks and Recreation Capital Projects Fund for the nCino Sports Complex Project (“Project”), which will replenish Project funds that were spent to restore the restroom building from damage incurred during the January 2025 ice storm.
BACKGROUND:
The nCino Sports Park was constructed as part of the 2016 City of Wilmington Parks bond and is a host for multiple youth sports organizations and tournaments. The land was originally developed by the Wilmington Hammerheads in 1995, and was donated to the City of Wilmington in preparation for the renovation and construction of what is now the nCino Sports Complex. The park is operated by the Wilmington Hammerheads Youth Soccer Club through a maintenance agreement with the City.
Completed in September 2024, the park includes 11 full-sized sports fields, one championship artificial turf field, and a 3,000-square-foot building with shelter and bathroom facilities.
In January 2025, a winter weather event resulted in significant damage to the restroom building. Plumbing lines froze, and water flooded the facility. The annual Seaside Classic Tournament was scheduled for May 17, and there was an urgent effort to repair the facility in time. The tournament hosts thousands of youth athletes and their families and generates a significant economic impact.
During the repairs, the complex nature of the Brownfields site required the design team, including the environmental engineer, to re-engage and monitor methane exhaust levels to ensure safe working conditions. The repairs were completed in time for the facility to reopen for the tournament. Additional measures were taken to avoid similar conditions in the future, including enhanced weather communications and documented check-offs.
The insurance reimbursement funds being allocated through this ordinance will be used for Project needs, including replacing the casework that was lost and not replaced during the repairs, finalizing the environmental permit renewal, and procuring the associated consultant services, and making additional improvements to the site.

The budget impact of this ordinance is an appropriation of $212,285 from insurance reimbursement payments back to the project budget.
