PURPOSE:
The purpose of this resolution is to authorize the award of an equipment lease agreement for the Municipal Golf Course, with Smith Turf & Irrigation, LLC (“Smith”), of Charlotte, NC.
BACKGROUND:
The City previously entered into a contract with Smith for golf course maintenance equipment from July 1, 2020, to June 30, 2025. The City wishes to execute a new 60-month contract with Smith to continue use of the current equipment and update the equipment as needed to meet the golf course’s evolving needs, using NC State Contract 2210B. The golf course maintenance equipment includes: 2-Greensmaster TriFlex Hybrid 3320, 2-Reelmaster 3575-D, 1-Multi Pro 5800-G with ExcelaRate, 1-Sand Pro 5040, 2-Workman MDX, 1-Groundsmaster 1200, 1-4520Z Kubota WG972-GL, 1-HQ682 Tough Cut Mower, 1-Foley 633 Vacuum System, 2-Toro GR3300, 1-Toro MP5800, 1-Foley 633, 1-Foley 672, 2-True-Surface Sets, 1-VC-60, 2-Toro Workman MDX. The annual cost for this lease will be $139,215, and is funded through the 2026 Golf Course Enterprise Fund.
The City’s 2020 Smith contract was procured through a competitive bidding group acquisition program, OMNIA, contract #2017025. N.C.G.S. §143-129(e)(9), which provides an exception to the procedures for purchases made from contracts established by the State or any agency of the State. The North Carolina Division of Purchase & Contract conducted a full and open competitive solicitation for this equipment and awarded the contract to multiple vendors, including Smith.
Smith offers Toro brand equipment at unit prices of 21.8% off the current MSRP through the NC State Contract discount. Smith also offers Allied equipment at 21.8% off MSRP. Funding for this contract will be provided by a sixty (60) month lease with PNC Equipment Finance, LLC, of Cincinnati, OH. The lease contract period will be from October 1, 2025, through September 30, 2030.

BUDGET IMPACT:
The budget impact for FY26 is $139,215, and the funds are available in the FY26 Municipal Golf Course Enterprise Fund. The total amount of the contract is $696,075, which will be subject to future budget approval.

Staff recommends adoption of the resolution to execute a new 60-month contract with Smith Turf & Irrigation, LLC, to continue use of current equipment and update the equipment as needed to meet the golf course’s evolving needs, using NC State Contract 2210B.
